If your MacBook Pro is not showing 60Hz as an option in your Display Settings, please follow the instructions below to change your laptop's resolution.
1. Open System Preferences
2. Open Displays
3. Hold the option (alt) key while selecting "Scale"
4. Select the resolution setting
5. Click show low resolution modes
6. Click 60hz

This doesn't work. Macbook 2017 with an LG 4K monitor over HDMI (new 2.0 cable). The options are still limited to 30hz max.
It doesn't work for me neither. MacBook Pro (15-inch, 2017) with a Samsung 4k monitor over usb C to HDMI Satechi Cable.. The options are still limited to 30hz and bellow.
