Yes, with the right port. It was designed mainly for Apple devices with Thunderbolt, but it works with a Windows PC that has a USB 3.1 Gen 1 or Gen 2 port supporting DisplayPort over USB-C (DP Alt Mode). If the PC also supports USB-C Power Delivery 2.0 or higher, you can charge it through the pass-through power port.
