Would this work as a Thunderbolt 3 cable?

Unfortunately, the USB-C Flat Cable wouldn't work as a Thunderbolt 3 because of the 10 Gbps transfer speed. 

Thunderbolt 3 supports data transfers of up to 40 Gbps.
