No. You cannot use two Stand & Hub for Mac Mini / Studio units on a single Mac mini. The hub is bus powered, which means it draws all of its power from the connected Mac. It has about 15W of shared power spread across all ports, and an installed SSD uses about 7.5W of that, so there is not enough power for a second hub.
