For full functionality, the Thunderbolt 4 Dock needs a Thunderbolt 4, Thunderbolt 3, USB4, or USB 3.2 Gen 2 port with DisplayPort Alt Mode. This applies to Windows PCs too: the dock works with PCs that have one of these ports.
